Tim Phillips is Managing Director of Tamarind Intelligence, a global independent market and regulatory intelligence provider serving businesses in rapidly evolving consumer sectors, including vape, cannabis, and tobacco alternatives. Tamarind Intelligence delivers market-leading insights and regulatory tracking to clients ranging from governments and academic institutions to multinational companies and professional service providers. A UK-qualified attorney, Tim has worked at the European Commission, Herbert Smith Freehills, BSkyB, AOL, and Betfair (now Flutter Entertainment), where he led global public affairs during its IPO. He was also a partner in a New York venture capital-backed start-up in the diamond sector. Tim holds a master’s degree in geology from Oxford University and a postgraduate diploma in legal practice from the University of Law, London, and has led Tamarind Intelligence for the past decade.

Co-founder, Independent European Vape Alliance (IEVA)

Ciprian is a serial entrepreneur with over 12 years of experience in the vaping industry, Chairman of the Romanian Vaping Industry Association (AIV), and a founder and board member of the Independent European Vape Alliance (IEVA), the only pan-European vaping organisation. A strong advocate for nicotine-based alternatives as a tool for smoking harm reduction, he has played a key role in IEVA’s governance, communication strategies, and membership growth over the past six years. His work has provided him with extensive interaction with leading industry players worldwide and a deep understanding of the sector within an increasingly complex EU regulatory environment.

Peter Schweinschwaller is serving his third term as President of the European Confederation of Tobacconists (C.E.D.T.). A native of Lower Austria, he began representing the Austrian tobacconists’ association in Brussels in 2015, became C.E.D.T. Treasurer in 2016, and was first elected President in 2019 after serving as Executive Vice President. He was re-elected in 2022 and again in June 2025 in Liège, Belgium. Under his leadership, C.E.D.T. has transformed from a little-known body into an active voice in Brussels, collaborating with non-members and engaging in EU policy discussions. Thanks to its cross-border representation, practical expertise, and independence from industry influence, the association is a valued interlocutor for EU institutions, offering member countries both an avenue for influence and an early warning system on upcoming regulations.
